I have a 10 yr old Dell using Windows XP – Sometimes I try to reboot it just wonders off into space. If I turn the power off & on, jar the cabinet, reboot. That works just fine.
My question is: Do I have a hardware problem or a software problem? If is a hardware, I can live with it as I am looking to purchase a new PC. If however, it is a software
problem can you give me any ideas as to where I should start looking the problem?

This is very unlikely to be a software issue considering that turning the power on and off and shaking the cabinet fixes it, but as it works fine once it starts up, it does not seem to be a problem that cannot be easily fixed.
If you are not comfortable opening up the cabinet, you can get a local technician to examine it. It should not cost much as pretty obviously none of the vital components are severely damaged.
